Governor Mbah Redefines Enugu Major Urban Areas with Landmark Executive Order

In a historic move, Governor Peter Mbah of Enugu State has signed Executive Order No. 1, 2025, marking a significant shift in land designation across the state.

This groundbreaking action, executed under the Land Use Act of 1978, officially designates several areas as urban zones and introduces the Enugu State Land Use Regulation 2025.

The sweeping declaration encompasses entire local government areas, including Enugu East, Enugu North, and Enugu South, along with Udi, Nkanu West, Nkanu East, and Nsukka Council Areas. Additional urban zones now include towns such as Ndeabor, Oduma, Awgu, Ihe, Agbogugu, Mgbowo, and Isu-Awa, among others.

This expansion also touches parts of Ezeagu, Igbo-Etiti, Igbo-Eze North, and Uzo-Uwani, with notable inclusions like Oji-River, Ugwuoba, and Obollo-Afor.

While signing the order, Governor Mbah described the moment as a milestone in the state’s development, aligning with recent advancements such as the launch of the Enugu State Geographic Information System (ENGIS). He emphasized that these initiatives are designed to streamline land administration, ensure transparency, and eliminate bottlenecks in land transactions.

“This executive action brings clarity and eliminates the lack of transparency that often breeds corruption,” Mbah stated. He highlighted the transformative potential of the order, noting that it will eradicate hidden fees, double allocations, and land-grabbing practices while simplifying the process for obtaining land titles.

The governor explained that residents in newly designated urban areas can now apply for title documents, enabling them to secure Certificates of Occupancy for their properties. He assured that clear timelines and standardized fees for all land-related transactions will foster ease of doing business and enhance the state’s revenue base.

Mbah commended his team for their dedication and pledged to ensure widespread public awareness of the new land-use framework. He emphasized that the regulation clearly outlines the steps, fees, and timelines for all applications, ensuring that no confusion arises during the process.

“This marks the beginning of a new era in land management for Enugu State. We’re creating a system that is transparent, efficient, and fair to everyone,” he remarked.

The governor’s bold step is expected to drive economic growth, attract investments, and transform Enugu into a model of urban development, setting the stage for a more prosperous future.
